I have the honour, in continuation of my despatch wo.88
of the 1st. instant, to forward copy and translation of a despatch
dated 2nd. August received from His Excellency the Viceroy inforn-
ing me what has been done in the case of the piracy of the British
steamer "Sainam" and the measures that he has taken and is taxing
for the suppression of piracy in the Two Kuang. In justice to bin
I must state my belief that he took up the "Sainan" case with
energy and promotitude, and that every possible steo has so far
been taken to oring the guilty to justice. Besides six men said to
have been actively implicated in the "Sainar" case, a razzia has
been made on a number of pirate resots with the result of the
arrest of sore seventy others concerned in other robberies and
piracies. It is highly probable that, in view of the active our-
suit, the rest of the "Sainam" pirstes have scattered and are bid-
den in Canton and in the larger torns in the neighbourhood such as
Fatshan, Hongkong and wacho. Many spies and detectives are look-
ing for them and rewards have been offered for their capture. With
the information obtained from those already taken it seems probable
that a fair proportion will eventually be brought to Justice.
As regards the distribution of his troops described by
the Viceroy, it is difficult to verify his statements. Some time
ago in consequence of information received from H.E.M.Consul et
Muchow, I strongly urged on the Viceroy the necessity for placing
at the disposal of District Magistrate a sufficient armed force to
deal with the lawless characters in their jurisdiction, and 1 oe-
lieve he has to some extent acted on my suggestion. The suppression
